It hasn't been this hard to find adequate, affordable rental housing in 50 years. More than half of all U.S. renters are "rental-cost burdened," according to the U.S. Census Bureau's American Community Survey 2000-2011. Lower-income renters tend to carry the heaviest cost burdens.
But attracting private capital to develop housing that's affordable to lower-income renters is a persistent challenge. Government subsidies help. They also come with lots of requirements that property developers/owners must meet. This makes the process of funding subsidized – or targeted affordable – housing a complex business that demands specialized knowledge and expertise.
