Freddie Mac executes Exchange Offers to allow investors to tender off-the-run securities in exchange for a new issue. In 2005, Freddie Mac once again utilized the exchange process with the Reference Notes Securities® program. This consolidates liquidity in a new security that serves as an active, bellwether issue for fixed income investors.
