Mortgage Participation Certificates

Freddie Mac's Office of the Registrar is responsible for issuing, trading, replacing, and collecting matured Mortgage Participation Certificates.

Certificated participation certificates (PCs) are handled by Freddie Mac. Please call Investor Inquiry for any questions, 1-800-336-3672.

For outstanding security certificates issued by Freddie Mac, the following related functions are performed by the Office of the Registrar. Please click on each of the following for a detailed description.

Conversion to Book Entry

This process offers the holder the same rights and entitlements of ownership without the physical certificate. In addition, the holder will receive immediate funds availability.

To convert to Book Entry, Freddie Mac must receive:

  • The actual Certificate
  • A letter from the holder(s) requesting this conversion, a completed Transferee Form, and the signature(s) of the holder(s) must be guaranteed by a financial institution or broker-dealer with a medallion signature guarantee.
  • The completed assignment of the Certificate to the new owner executed by the transferor. The assignment may be made on the reverse side of the Certificate. All persons named as holders of the Certificate must complete and sign the reverse of the Certificate. The signature(s) of the holder(s) must be guaranteed by a financial institution or broker-dealer with a bond medallion signature guarantee. See below – Signature Guarantee.

Signature Guarantee

  • Freddie Mac requires a guarantee of the assignor's signature. Any person or entity eligible to certify on guarantee signatures under U.S. Treasury Regulations (set forth under 31 CFR 306.40) qualifies for this purpose. Typically, a financial institutional signature guarantee from an entity participating in a Signature Guarantee Program such as the Securities Transfer Agents Medallion Program (STAMP) will qualify.

Certificate Trades: Re-registration of Ownership

To re-register a Certificate in the new holder's name incident to a trade, Freddie Mac must receive:

  • The actual Security Certificate
  • The completed assignment of the Certificate to the new owner executed by the transferor. The assignment may be made on the reverse side of the Certificate. All persons named as holders of the Certificate must complete and sign the reverse of the Certificate. The signature(s) of the holder(s) must be guaranteed by a financial institution or broker-dealer with a bond medallion signature guarantee. See above – Signature Guarantee
  • A guarantee of the assignor's signature. See above – Signature Guarantee.
  • The following information:

    • Tranferee Form Please note this form must be completed in full to ensure proper processing

    • The precise name of the new holder in which registration is to be made

    • Certificate delivery instructions, including address and contact name and phone number

    • Payment instructions, including address where payments are to be sent and a contact name and phone number.

  • Properly completed Tax Withholding Forms:  W-9s for domestic holders (complete Parts I, II, and III), W-8s for foreign holders.

Surrender of Security at Maturity

Freddie Mac will send letters to the holder(s) whose security has matured. Freddie Mac must receive the security certificate upon maturity in order to release the final payment.

Lost Security

To replace a security that is lost, stolen, destroyed, mutilated or defaced, Freddie Mac must receive the following:

Upon receipt and approval of the Affidavit of Loss and Bond Indemnity, Freddie Mac will re-issue the certificate(s) to the holder. If the documents are not fully acceptable, Freddie Mac will identify the basis for denial or steps required to complete replacement.

Other Circumstances

In the case of the holders death, Freddie Mac will require an original death certificate issued by a state or local governmental authority.

  • If a will exists, an original court order naming the Executor of the will must be enclosed with the transfer request.
  • If no will exists, Freddie Mac requires an original court order indicating the executor, trust or other entity authorized to request a transfer/re-registration of the certificate.

In the case of a name change, Freddie Mac will require the certificate assignment is complete on the reverse of the certificate and the signature is guaranteed with a medallion signature guarantee.

In case of a request for change of address, Freddie Mac will require a letter detailing the old address, the new address, a copy of the holder's driver's license or state issued identification, and a copy of a utility bill reflecting the new address.   Please mail the request to:

In case of a request for a change of address designating a third party as Trustee, Freddie Mac will require a copy of the Power of Attorney, guaranteed with a medallion signature guarantee.

In the case of a holder that is a minor who has now reached majority, and wishes to have the certificate registered in their own name, Freddie Mac will require a notarized copy of the driver's license or state issued identification reflecting the true age of the minor, the assignment of the certificate on the reverse, and the signature guaranteed with a medallion signature guarantee.

In the case of a Trustee/Power of Attorney exercising a trade, Freddie Mac will require a true copy of the Power of Attorney with the statement "The Power of Attorney is in full force and effect as of the present date and the Maker is still alive", the assignment signed by the Power of Attorney, guaranteed with a medallion signature guarantee.

In order to stop a transfer for a request already sent, a request must be submitted in writing by completing the Stop Transfer Form and mailing it to Freddie Mac. Re-registered certificates, with required documentation and signature guarantees, will be processed within 48 hours and sent via overnight mail with shipment at the risk of the holder. An incomplete trade package will be returned if all information is not received within 10 days.


Change of Payment or Tax Address

To update a payment or tax address, Freddie Mac must receive the request in writing. Please mail the request to:
