In our November 24 Single-Family Seller/Servicer Guide (Guide) Bulletin, we introduced the Market Conditions Addendum Form required for all mortgages that have appraisals with effective dates on or after April 1, 2009. Form 71 is designed to enhance the transparency of the conclusions made by the appraiser.
