Guide Bulletin 2012-3 Provides Updates and Guidance on ULDD Requirements

To facilitate your planning and implementation efforts, Single-Family Seller/Servicer Guide (Guide) Bulletin 2012-3 updates the Guide to reflect the recently announced Uniform Loan Delivery Dataset (ULDD) implementation date extension. By providing you with additional time to implement Phase I of the ULDD, industry participants can continue to work collaboratively to help ensure that all systems and processes perform successfully throughout this industrywide initiative.
In addition, the Guide Bulletin provides you with details on the new ULDD data points required to comply with the Securities and Exchange Commission (SEC) Rule 15Ga-1i, which is part of the Dodd-Frank Wall Street Reform and Consumer Protection Act. To support your planning efforts, we are providing you with the SEC-required data points and delivery instructions well in advance of the implementation date.
Based on your feedback and recommendations, we have also updated the Guide to provide instructions and clarification on several data points that are part of the Phase I ULDD implementation.
Please note that over the last couple of months, you have received communications on the vast majority of the information included in this Guide Bulletin. With today's announcement, you can now access the most up-to-date requirements in the Guide and the updated ULDD documentation.

With Guide Bulletin 2012-3, we are updating the Guide to reflect the previously announced extension to the ULDD Phase I implementation dates:
- July 23, 2012: ULDD Phase I implementation requirements are effective for loans with application received dates on or after December 1, 2011, that are delivered to Freddie Mac on or after July 23, 2012 (previously March 19, 2012).
- April 23, 2012: The Freddie Mac selling system will be updated to reflect the ULDD-named fields and layout on April 23, 2012 (previously January 23, 2012).
Additionally, the Guide Bulletin announces updates to our ULDD requirements in Guide Chapter A17, Mortgage Delivery Instructions, as follows:
- Effective for loans with application received dates on or after August 1, 2012, that are delivered to Freddie Mac on or after November 26, 2012, we are:
- Requiring the delivery of two new SEC-required data points previously announced.
- Clarifying instructions and revising valid values for a limited number of ULDD data points. These changes will not be required until November 26, 2012, which will permit you to remain focused on your current implementation efforts to successfully meet the July 23, 2012, ULDD Phase I effective date.
- Effective for loans with application received dates on or after December 1, 2011, that are delivered to Freddie Mac on or after July 23, 2012, we are providing updates to several existing ULDD data points to offer further guidance that will support your implementation of the Phase I ULDD requirements. These updates should not require coding changes.
To support your implementation efforts, we have updated Appendix A, XML Data Requirements, dated January 31, 2012, to reflect the ULDD date extension. Appendix A also now includes all the changes previously contained in the Appendix A Addendum, dated August 4, 2011, as well as additional formatting changes, clarifications to implementation notes, and other minor enhancements. We have also updated Appendix D, Freddie Mac XML Data Requirements Reference Tool, an Excel spreadsheet that reflects Appendix A and helps support Sellers and vendors implementing the Phase I ULDD.
Appendix A Addendum, dated January 31, 2012, has been repopulated with the delivery requirements for loans with application received dates on or after August 1, 2012, that are delivered to Freddie Mac on or after November 26, 2012. These requirements include SEC-required data points, as well as a limited number of modifications to conditionality, conditionality details, and valid values. A future revision of the ULDD appendices will incorporate these addendum changes.
In addition, we have removed Appendix B, Test Case Scenarios, and Appendix C, XML Samples, from our ULDD Web page after lenders and vendors notified us that these documents were no longer necessary at this stage of the implementation process.
The updated appendices noted above are for technology providers or development organizations that are building or updating an interface to the selling system. For business purposes, you will find the detailed information you need in Guide Chapter A17, Mortgage Delivery Instructions.
